I think the part of "really do not konw how most of their players will compete..." I would expect at very least they look at the MOMA list for master players. I think it would take about 10 minutes to put an excel spreadsheet together to do validation off of their own list.
You're letting them off too easy. Players ranking players is great in theory but very much a cop out if its to take the place of their due diligence. Players think that if someone beats them, they belong in a higher bracket, TD's should be doing the validation and standing by it.
It's all about responsibility - directors and players.
